Book excerpt: A text which focuses on the relationship of local politicians and professional planners in the planning process, adopting a conceptual framework within which a series of case studies is analysed. It shows that where power is limited or diffuse, or liable to change, policy making can be uncertain or inconsistent. The book covers a wide range of planning policy, including transportation and land development and because the author has had both academic and political experience this gives his work a unique emphasis.

Book excerpt: One of the delights of life is the discovery and rediscovery of patterns of order and beauty in nature—designs revealed by slicing through a head of cabbage or an orange, the forms of shells and butterfly wings. These images are awesome not just for their beauty alone, but because they suggest an order underlying their growth, a harmony existing in nature. What does it mean that such an order exists; how far does it extend? The Power of Limits was inspired by those simple discoveries of harmony. The author went on to investigate and measure hundreds of patterns—ancient and modern, minute and vast. His discovery, vividly illustrated here, is that certain proportions occur over and over again in all these forms. Patterns are also repeated in how things grow and are made—by the dynamic union of opposites—as demonstrated by the spirals that move in opposite directions in the growth of a plant. The joining of unity and diversity in the discipline of proportional limitations creates forms that are beautiful to us because they embody the principles of the cosmic order of which we are a part; conversely, the limitlessness of that order is revealed by the strictness of its forms. The author shows how we, as humans, are included in the universal harmony of form, and suggests that the union of complementary opposites may be a way to extend that harmony to the psychological and social realms as well.

Book excerpt: This volume addresses a timely subject--the question of small wars and the limits of power from a historical perspective. The theme is developed through case studies of small wars that the Great Powers conducted in Africa and Asia during the nineteenth and twentieth centuries. This historical overview clearly shows the dangers inherent for a metropolitan government and its armed forces once such military operations are undertaken. Importantly, these examples from the past stand as a warning against current and future misapplication of military strength and the misuse of military forces. While continuing diplomatic efforts at limiting nuclear weapons, at reducing stockpiles of conventional arms, and the ongoing political change in Eastern Europe have lessened the dangers of a major war between the superpowers, small wars like the Persian Gulf War still occur. The end of the Cold War has brought more armed conflict in Europe, albeit in the form of sporadic civil war or ethnic violence, than during the height of NATO and Warsaw Pact confrontation. Indeed, it seems that as the risks of nuclear war between the United States and the Soviet Union have diminished, political leaders have become more willing to resort to military force to solve complex international problems before exhausting diplomatic channels. This study will be of interest to policymakers and scholars interested in the judicial exercise of power.

Book excerpt: The Limits to Power (1979) analyses the spectrum of Soviet interests and policies in the Middle East following the Yom Kippur War of October 1973: how the Soviets handled the oil question, military and economic aid, policy toward Egypt, Syria, Iraq, the Palestinian organisations - and toward Israel itself. The Soviet position in the Middle East in 1970 was as the dominant foreign power in the region, and this book examines the events and actions that resulted, under a decade later, in such a sharp reversal in Soviet fortunes. The ebb-and-flow of Soviet diplomacy, as it emerges from the wealth of official statements and press material, is examined in detail.
